Hazardous events are becoming more severe and frequent in all regions of the world. <strong>When vulnerability levels and risk exposure are high<\/strong>, these events are more likely to become disasters.<\/p>\n\n<p class=\"wp-block-paragraph\" style=\"font-size:25px\"><strong>Severe disasters are not &#8220;normal&#8221;<\/strong>.
