If we accept that disasters are not natural or unavoidable occurrences, we must work to prevent or at least reduce their impact. Hazardous events are becoming more severe and frequent in all regions of the world. When vulnerability levels and risk exposure are high, these events are more likely to become disasters.
Severe disasters are not “normal”. Currently, climate-related disaster events are occurring with greater severity than historical standards and exceed what many risk assessment models have predicted.
