The implementation to achieve all 17 Sustainable Development Goals requires not only cooperation and participation from all sectors, but also strong implementation at national, community, and local levels. By Cabinet Resolution on October 25, 2016, the Ministry of Interior was approved to have a mechanism for driving the Sustainable Development Goals at the local level. And by Cabinet Resolution on March 24, 2020, acknowledging the results of the 1st meeting of the Committee for Sustainable Development (CSD) on December 19, 2019, the meeting approved the principles of Thailand’s SDG Roadmap and approved the principle of grouping provinces into 4 levels classified by development level*, namely
Group 1: Areas/provinces with high inequality, lacking readiness, and requiring urgent support
Group 2: Areas/provinces with potential but still having limitations in development
Group 3: Areas/provinces with potential and readiness for development
Group 4: Areas/provinces with strength and readiness to expand results externally
To support the implementation of Sustainable Development Goals at the local level, the National Economic and Social Development Council (NESDC), in collaboration with the Ministry of Interior and relevant agencies, jointly selected pilot provinces/areas** in 6 regions across the country, distributed according to the 4 development level provincial groups and 5 local administrative organizations, to pilot the development of provincial development plans and local development plans that support the implementation of Sustainable Development Goals at the local level. NESDC has prepared the document “Provincial and Provincial Cluster Development Indicators, July 2021 Edition,” which is a dataset covering the period 2015-2019, published for provinces and provincial clusters to utilize in preparing 5-year provincial and provincial cluster development plans (2023-2027) and annual operational plans for provinces and provincial clusters for fiscal year 2023
*Provincial grouping based on the Provincial Sustainable Development Index calculated from provincial-level indicator data corresponding to SDG Indicators covering all 5 dimensions (Human Development Dimension, Environmental Dimension, Economic and Prosperity Dimension, Peace and Justice Dimension, and Partnership for Development Dimension)
**9 pilot provinces: Kalasin, Narathiwat, Nan, Yasothon, Loei, Lopburi, Phetchaburi, Surat Thani, Chachoengsao. 5 pilot areas: Wang Phai Subdistrict Municipality (Chumphon Province), Si Sa Ket City Municipality (Si Sa Ket Province), Surat Thani City Municipality (Surat Thani Province), Ban Rai Subdistrict Administrative Organization (Uthai Thani Province), and Krabi Provincial Administrative Organization (Krabi Province)
